Cannibalize module for XEP:0020 Feature Negotiation

I have what I believe to be a complete and compliant ​XEP:0020 implementation, but:

  • Belief is not a good way to code. It needs some more testing.
  • Code looks horrible

The best course of action is probably to rewrite it, but there is enough of it to test.
